That's a custom ASIC ordered by Compaq and produced by Motorola. The Compaq part number of that custom chip is 121927-002. It happens that the same chip is mounted on the Compaq Advanced VGA.

The VESA driver for the card can be found at https://archive.org/details/CPQVESA .

Compaq SoftPAQ SP2225 contains a Windows 95 driver (english). I couldn't find a SoftPAQ with an "Advanced VGA" or "AVGA" driver for Windows 3.1 in the list at https://www.rigacci.org/comp/aero/doc/allfiles.txt . As I didn't try to search any further, so you might still find a driver elsewhere. As the Compaq AVGA is a quite old Compaq VGA implementation, there surely will be some Windows 3.1 driver for it.
