I got it to install through dosbox, and sound runs fine but when I try to run it I get a message about it needing the CD in the drive. which it is. I've googled it and apparently it works under Windows 7 with the Windows 95 patch, however for me it does not it just displays a blank screen then eventually quits me back to windows. Any ideas?

contstructor works fine in dosbox with the cdrom.
Maybe check the 60 seconds to dosbox guide from the guides forum.

I followed 'The Newbie's Pictorial Guide To DOSBox' by firestorm225 first, then as you suggested the 60 sec guide and it still asks for a CD? (I'll add that its an legit version of the game as I brought it when it was first released.)

As for system specs, i'm on Windows 7 Home Premium with the latest DOSbox version installed and running.

Graphics is a NVIDIA GeForce 9500 GT, Sound is OnBoard (don't know how to get more info on that.) 4906MB RAM (About 4 GB in total, though Windows only useses about 2-3), AMD Athlon 64 X2 Duel Core Processor 5200+(2CPUs) ~2.7GHz.

what is your dosbox version and where have you got it from?

post content of "DOSBox Status Window" (in Windows: right click on its title bar -> edit)
enclose your dosbox's config file

post your mount lines and what is written under every mount line
post what is written after you type "mount"

Dosbox version 0.74 from here.

All I managed to notice before it closes (as it closes itself very quickly.) is:

DOSBox version 0.74
Copyright 2002-2010 DOSBox Team, published under GNU GPL.
---
CONFIG:Loading primary settings from config file C:\DOSbox\DOSBox-0.74\dosbox.conf
CONFIG:Loading additional settings from config file C:\DOSbox\profiles\5.conf
MIDI:Opened device:win32
DOSBox switched to max cycles, because of the setting: cycles=auto. If the game runs to fast try a fixed cycles amount in DOSBox's options.

I would try adjusting the cycles but im not too sure which one to try. What would you recommend? Also it does this on other games for example Toonstruck.

And for the mount options:

mount C "CONST"
mount D "E:\" -t cdrom

I'm using the DOSBox Game Launcher, thats why it mounts it to CONST (Constructors folder.) I've also tried running it direct, (skipping the launcher) and it makes no difference.

Running Dosbox version 0.74 from here.

And for the mount options:

mount C C:\Dosbox\dosroot
mount D E:\ -t cdrom

c:
cd CONST
game.exe

The game now gives an error:

Error = Problem opening FLICS FFS using D:\flics\DATA.FIL

you said "still does the same thing" and later that it is different now. So has the guide changed or what happened?
uninstall, delete, remove everything
and follow the guide step by step as it looks every time it is different for you

Ok i've created an iso of the games disc and using imgmount it just asks for the games disk like before. Heres my mount options:

mount C C:\Dosbox\dosroot\CONST

imgmount D C:\CONST.iso -t iso

Am I doing anything wrong? And does the filename of the iso need to be the same name as the original CD?
