I've been trying to run this game with DOSBox but like many other users, I kept receiving the infamous message when running either the installation or game files:

ERROR: Not enough system handles available!

At first, I believed that the game was actually broken but a short perusal of the DOS database made me think otherwise. Someone claimed that this solution would work:

This game runs if the DOS variable "FILES" is set in the config.sys file (that you can create in the folder you mount as C:
I set it to 200, but probably any regular value will do, as long as it's there for the game to check.

Could I ask how exactly one does this?
