I was thinking of the pre-built version available for download. I didn't consider building it from source (is MingW able to compile the driver package?)

Never did that, but mingw is exactly as capable as MS VS as far as the windows API is concerned, so I'd guess the answer is "yes, although some minor tweaking may be neccessary if no one ever did it in mingw"
