On a CRT, a higher refresh rate usually had thinner scanlines so it'd be comparatively darker than a 60hz mode that SVGA would tend to be, with 640x400 being the common exception.

If you read the context of the post, it was in reference of Build's vesa capabilities, not SVGA games overall. 1995's build games all had older code predating the VESA2 implementation

Prboom+ doesn't have decades of baggage to support competing standards of extending game logic (among other things). OTOH, not being able to run Brutal Doom is a plus for a myriad of reasons...

Quake2's software renderer screws up transparent textures and there's also the general issue of lookup tables straining the CPU more than a 3d card dealing with blending
