I use an UV flashlight that's not very powerful and consistent in illuminating but it works, so I think yours will work too.

You might need to get UV light for that as well. The solder masks I used so far needed UV light for curing. If you haven't one already. It is generally written in the spec if you need UV for your particular mask.

Could be BIOS bug, too. I remember having seen BIOS updates where USB issues were addressed. Wouldn't be surprised if that would be the case here, given that USB was in its infancy back then.

Can be sure, especially if it's older disc. I had a couple of CD-Rs that became kinda transparent and unreadable after ~ 5 years. Failing caps should be replaced, especially if they start leaking. The electrolyte is corrosive and might damage traces or other components.

Well, I couldn't find anything online about this. Since it shows up in VGA BIOS on startup, I wouldn't expect a wrong BIOS flash for example. It could still be a driver issue, that either a certain amount of memory is reserved for something else or it is the wrong driver.
