No this is false, you can absolutely use IOPAK to pack MS-Dos 7.1 I have done so myself using his tool. After you remove the logo with his packer you can get it down to 74KB. Give the T5710 a look, they can be bought cheap. Got ATI Radeon 7000 graphics and with an unofficial utility you can get soundblaster support under DOS. On top of that you can add some soundcards using PCI if you need one.

On my own system 512MB indeed works for most but not all, 256MB is safer which is why i use 512MB inside 98 and 256MB inside DOS. Might even lower it further in the future on my own config since does really doesn't need that much.
