No, it means that someone feels convenience is more important than copyright. It's no more "freeware" than versions available from abandonware sites are "legal".

One of the devs is maintaining an unofficial patch (see here), but a third-party site has put together a custom installer based on that patch is not the same as the game being open-sourced.

Out of curiosity, how trivial/non-trivial would it be to convert it to a .fx for use with Dosbox? Or is that simply beyond what .fx allows you to do?

I use (and love) the CRT.D3D shader, but I don't s'pose anyone with the requisite knowhow (tragically not me) would be interested in porting the dot'n'bloom shader? I freely admit that I have no pressing need for it, I just like the slightly different look it offers.

I haven't checked - because I don't have it installed - but I think the one you're after is "woxl_slowdownpatch.zip", as it has a woxl_patch subfolder (I may have renamed the file to differentiate it from the others). Oh? Last you heard down the pub, maybe. I've happily slipstreamed 2k for years and haven't had any problems other than not being able to install non-2k apps and people not creating addons properly. It's not like the information isn't out there, either.
