After tinkering, it's a bad card. At stock speeds, on a supported OS, with the latest drivers, it crashes 80% of the time running Winbench 95. Bummer. I might try replacing the RAM chips, just for fun.

I have run an Athlon XP 2600+ with a video card that takes molex power on a PSU that supplies 20A on +5V. You should definitely be seeing some signs of life. I doubt it's the PSU.
